    Energy Policy in the City of Boulder

    In support of community energy goals, the City of Boulder is adopting commercial and industrial rating and reporting (R&R) and energy efficiency requirements. These requirements would move beyond current voluntary programs, to require actions that would reduce energy use and improve the quality of the commercial and industrial building stock. As proposed, the following would be required:

    In 2016, Boulder's largest buildings (greater than 50,000 sq. ft.) and city-owned buildings (greater than 5,000 sq. ft.) will be required to report annual energy usage. Smaller buildings (greater than 20,000 sq. ft.) will be phased in over time.

    Efficiency requirements (lighting upgrades, energy assessments and retro-commissioning) will be phased in three years after rating and reporting is required. Lighting upgrades will be a one-time requirement, while the energy assessments and retrocommissioning will be required every 10 years. High performing, energy efficient buildings will be exempt from the efficiency requirements.

    The city will publicly disclose building-specific energy use and energy ratings two years after the first rating and reporting deadline.

    This presentation will cover the background and stakeholder engagement leading to the development of this new policy, as well as plans for implementation and the creation of new rebates and supporting resources. Finally, we will cover how this requirement fits into Boulder’s current commercial energy code and plans for future code evolution.

     

    Kendra Tupper is a licensed Mechanical Engineer and is currently serving as the Energy Services Manager for the City of Boulder. In that role, she manages all of the efficiency and renewable programs offered by the city, including voluntary rebate programs such as EnergySmart, as well as mandatory efforts required by regulation. She is also working on the long term strategy for the city’s energy codes to reach net zero by 2031, and is exploring innovative energy services that Boulder might offer as a municipal electric utility. Prior to joining the city, Kendra was a Principal at Rocky Mountain Institute, leading the Buildings and Industrial Practice teams.
